The Hawaii State Plan (Revised 1986)
A key purpose of the Plan is to “declare the state’s aspirations and public policies in regard to its future,” “furnishes a basis for predictability of public policy,” and acknowledges that “The fragile environment of Hawaii and the limited land area of each island are too precious to leave to chance.”

State Functional Plans
State Functional Plans in 12 areas are a major component of the State Plan. Of the 12 Functional Plans, 10 Plans were passed into law by the legislature in 1984 and the final two in 1985. The 12 Functional Plans are:

- Conservation Lands State Functional Plan (1991)
- Education State Functional Plan (1989)
- Employment State Functional Plan (1990)
- Energy State Functional Plan (1991)
- Health State Functional Plan (1989)
- Higher Education State Functional Plan (1984)
- Historic Preservation State Functional Plan (1991)
- Housing State Functional Plan (2017)
- Human Services Functional State Plan (1989)
- Recreation State Functional Plan (1991)
- Tourism State Functional Plan (1991)
- Transportation State Functional Plan (1991)
Five-Year Boundary Review
HRS Chapter 205-18 requires the Office of Planning to conduct a review of the classification of all lands in the state every 5 years. The last Five-Year Boundary Review was conducted in 1992. The Five-Year Boundary Review is supposed to provide the basis for recommending changes to existing land use district boundaries that the Office of Planning may initiate petitions in the future and provide guidance for future land use decision-making.
